To manage safety aspects of increased landing and departing movements in all weather conditions, dans (in collaboration with DA EP and Dubai Airports), launched an Advanced Surface Movement Guidance Control System (ASMGCS) Programme to meet ICAO Level IV capability. The first phase of the programme was completed in 2012 with the implementation of MLAT to supplement primary radar coverage. In 2016 ground surveillance resilience was further enhanced with the deployment of additional MLAT coverage and two new Primary Radar heads.

Phase 2 was implemented in Q1, 2016 and included the deployment of an innovative Ground Traffic Management (GTM) System that also makes use of the “Follow the Green” concept, validated by airline pilots in 2013 during aircraft trials at Frankfurt Airport under the sponsorship of SESAR Joint Undertaking.

Following completion of live trials at DXB, the system has obtained GCAA regulatory approval for H24 operations in all weather conditions.

“Follow the Greens” is now operationally deployed at DXB during Low Visibility Procedures and during specified times of the day before being deployed H24.

The DXB innovative Ground Traffic Management System is the first system with enhanced surveillance, automated routing and guidance, control and planning functionalities to be deployed operationally.

Low Visibility Operations traffic data indicate an initial benefit of an additional 5 movements an hour.

The main objectives of Pre-Departure Sequencing are to enhance sequence transparency, improve event predictability and improve punctuality.

  • Airport Collaborative Decision Making (A-CDM) and Pre-Departure Sequencing (PDS) Trials

A-CDM and PDS trials are a Dubai Airports initiative in collaboration with dans and other partners (Emirates, FlyDubai, airport operators, aircraft operators/ground handlers and other stakeholders). Pre-departure sequencing will enable ATC to manage the Target Off-Block Times (TOBTs) in a way that flights can depart from their stands in a more efficient and optimal order.

dans, Dubai Airports, Emirates and FlyDubai, have tasked a special team to examine ROT performance and identify ways to safely reduce runway occupancy time. Small reductions in the average time that an aircraft spends on the runway can significantly benefit overall runway capacity and throughput. It is estimated that a reduction of just one second on the runway can result in the gain of several runway slots per day.

dans in partnership with Dubai Airports, DA Engineering Projects and other stakeholders is supporting the implementation of the 2020 Airfield Infrastructure Programme at Dubai International Airport. A significant airfield infrastructure change (which included the rehabilitation of the northern runway and the upgrade of the southern runway for CAT-III operations) was delivered on schedule in 2014. During the four-month construction programme, dans successfully managed to operate with a single runway to meet the targeted arrival and departure movements.

Following the upgrades dans also introduced Dual Runways Low Visibility Operations (instead of single runway operation). The improved airfield infrastructure not only enhanced overall operational safety and ground movement capacity during normal operations, but the impact of past traffic delays (as a result of fog, sandstorms and climatic conditions) have significantly been minimised.
